How to Remove Limited Access from your Paypal Account

PaypalAfter PayPal announcement that they’re now offers account balance withdrawals to Visa-branded credit,
debit, or prepaid cards in 26 international markets (Indonesia is one of the 26 international markets), I take the opportunity to get my PayPal account verified. I used my credit card-Mega Visa- to get the expanded number and PayPal charges US$ 1.95 to get this.

The verification process itself just need a simple step, just log into PayPal, follow their instruction wizard and you got verified.

The problem occurred while trying to withdraw my money from Text-Link-Ads earning into my credit card. I try once and two and it’s all finished with the statement : Limited Access, please contact PayPal !

I checked my inbox and found the email with subject "Notification of Limited Account Access".

Dear Muhammad Rivai,

As part of our security measures, we regularly screen activity in the PayPal system. During a recent screening, we noticed an issue regarding your account.

Our system requires further account verification.

Case ID Number: PP-XXX-XXX-XXX

For your protection, we have limited access to your account until
additional security measures can be completed. We apologize for any inconvenience this may cause.

To review your account and some or all of the information that PayPal used to make its decision to limit your account access, please visit the Resolution Center. If, after reviewing your account information, you seek further clarification regarding your account access, please
contact PayPal by visiting the Help Center and clicking "Contact Us".

As described in their email, I tried to locate the Resolution center and found no related information regarding my problem. I change my internet connection to get the better speed (because I don’t want connection loss while trying to withdraw my account) but there is nothing.

About 2 or 3 days ago I read Maseko blog post about this kind problem. I contacted and asked him, how to get lifted from the limited access. Maseko said that he just provide bill statement and the Personal Identification Number (KTP).

Accidentally, yesterday I got the problem with my password so I decided to clear my cookies, password, cache, browsing history and all of my personal data at Firefox browser. After navigating to PayPal account, I found the instruction how to get lifted from my limited access.

I tried to scanned and sent my credit card account statement but after about 4 hours, I got the reply from Paypal informing that they still need some proper document regarding my address. I think it’s okay because my credit card statement provided different address rather than my home address. Currently, I used my office address to credit card statement 🙂

I tried the second chance, scanned my phone bill statement (Xplor Mega Data) and my personal identification number.

I think I will wait for the review within 3 business days, but today I got the confirmation mail (in same day after provided the documents. I uploaded the documents at 10.00 am and the confirmation mail received at 12.00 am) informing me that my PayPal account has been restored.

Our review is complete and we have restored your account.

We appreciate your patience and thank you for your help in making PayPal
the safest and most trusted online payment solution.

Haha, afraid that this only a joke, I tried to sent a donation to my close friend, and it work flawlessly. Thanks PayPal.

Strange. I never had this when i activate my account. Only unverified and it will change to verified after i add my credit card into my account and entered 4 digit that PayPal has generated automatically.

From that moment, i got verified status without problem 🙂

Hello Will,

I never had this too until I tried to withdraw from my account or tried to send the money into another PayPal Account.

Have you tried to send the money ? You could try this to another account (and my account has already setup to receive the money 😀 )

I got this problem once when a customer requested a chargeback against my account.

A bit of the story – I’ve got software products which I sell on Internet. This customer however mistakenly pressed the Buy button twice, getting her billed twice in the process.
I emailed her when I realized this, asking her confirmation of whether this is a mistake or indeed she’d like to purchase 2 licenses of the software. Getting no reply, I assumed the later.

However, about a month later, I got a chargeback request from paypal!
A bit on chargeback – it’s a very damaging procedure which put the blame on the seller, usually done when the seller has committed a heinous mistake against the customer.
Instead of emailing me or asking for refund (which is fine), she filed chargeback request against me.

Twice.

Needless to say, my account instantly got marked as “limited access”, and since it was because of (two) chargebacks, the procedure to restore its status was more troublesome.

I’ve filed a protest to PayPal regarding this, but got only machine-created reply. This is indeed a good customer service, but a serious loophole for sellers.
If you’re planning to become a Paypal-based seller in the future, you’ll need to anticipate this incidents caused by idiots not knowing how to use Paypal and/or credit card.

i’m having the same limited account access problem when tried to withdraw money from my paypal account.

unfortunately, i couldn’t find any link or page of instructions on how to remove the limited account access.
Tried the resolution center but there’s no open case there. I’ve tried to withdraw twice and paypal has sent me 2 notification email contains 2 case id. But I don’t know where to access the case or the restoration instructions.

any idea where to access this restore account instructions page?

Hi Frely,

I have a same too and it can be solved by remove all off cache, cookies and another history from browser regarding PayPal url.

In Firefox, you could navigate to Tools menu, Clear Private Data.

I’ve mentioned this in my post :

tried your method, clean up al my cache, cookies, history and passwords on firefox even try opera but couldn’t find the link.

on which page the link supposed to be? the resolution center, right?

paypal customer service is so slow. sent an inquiry last sunday and still haven’t heard anything from them yet.

Hi Frely,

The page link will be open up in the main page.

In my experience, the resolution center didn’t display anything until I remove all of my cache.

I don’t know this trick would be success or no but try to re-run your transaction again. After received an email confirmation, try to remove all of cache and open up the PayPal homepage again.

their customer support sucks.. they kept me on hold for 30 minutes contonously and still didn’t replied when tried to talk with an agent on the phone.

I had encounter this problem also that was last year, my account has turned into limited because of suspicious activity/third party. Err..hackers sucks. Anyways, I received this kind of email also, and found out that its not a fake email since I tried to resend that email in spoof@paypal.com.. after few hours I received their reply saying that they need a proof of documents that I’m the owner of the account…

So, I scanned my Postal ID/Country ID (the front and back page) and sent them immediately. Then after few hours, my paypal account has been resolved. That was a relief huh?

Sending a scanned your ID and then your limited access is gone a way better than mine. I must provide the billing statement because they need it for removing the status.

In terms protecting client data account (and money), they make a good work but it weird that the problem hit me while I need it for urgent transaction 😀

Huh? don’t you have country id?
in my postal id (here in the Philippines) you can see the picture, full name and full address. So if you don’t have statement of account or any proof of billing, then Postal Id/Country ID is alternative way to send the proof that Paypal requires.

Yes, I know. I have Personal ID (citizen ID) but they asked me about billing statement or something like that so I provided what they request. I have my phone billing statement so I sent it. Actually, the problem has been resolved as describe in my post.

Dude i am having the same problem right now.

My account has been limited to access please help i have changed password and everything needed, but the problem still continues.

I am facing this problem since Nov,19
